cleanup from super storm sandy. that's our top story. people slowly resuming their daily routines but more than 6 million preem main without power mostly in new jersey and new york. it could be weeks until some see the lights turned back on. the death toll from sandy is up to at least 74. that number is expected to keep climbing as workers comb through rubble, fallen trees and flood waters. they are helping these families get out of their homes in hoboken, new jersey. it shows a dramatic rooftop rescue in staten island, new york. saving 5 adults and one child who were trapped. anna kooiman joins us live with the latest. >> definitely on a windy thursday morning. good morning everyone. andrew cuomo says barack obama is sending in not only crews but

equipment from the army and the navy. they are trying to work on the world trade center area to get the water out. they are sending in an unwatering team after hurricane katrina in illinois. bringing in pumps from the navy. here is a perfect reason why here at battory park we have the battery tunnel park full of water. it is unbelievable looking at this. some subways will start north of 34th street. 5 and a half million people ride the subway every day here. transportation authority says every day the subway system is closed it costs about $18 million in revenue. 18,000 flights have been grounded. it will take days before it is back to normal. new york's three major airports are expected to be open with limited flights. both from laguardia airport will be starting at 7:00 a.m. 3

commander-in-chief will help boost those numbers. what i can promise you is that the federal government will be working as closely as possible with the state an local officials and we will not quit until this is done. the president will be back on the campaign trail in nevada and wisconsin. mitt romney will be in virginia at the rally yesterday in florida balancing his push for early voters during the poll of storm relief. >> please make sure you go out and vote early. if you have a dollar extra send it to the red cross for our friends that are in harm's way. i love you and i appreciate it and together we we are going to win. both campaigns are battling for the independent voters that are generally favoring romney. when you start looking at individual issues the economy still looming large with a clear plurality among likely voters.

august 16th a secret table was sent to the state department that laid out the concerns our team on the ground had at the time. and top of the list was consulate security. the guards did not think they could protect the consulate. the state department says al qaeda had training camps in benghazi and we got our hands on the direct quote from the cable rso regional security officer expressed concerns with theable to defend post in the event of a coordinated attack due to limited manpower, security measures, post nation support security and the over all size of the compound. they also said security in benghazi was trading negatively and they were becoming more brazen with their operations because they weren't scared of the libyan security force or the libyan police cracking down on them. so they told the state department in washington that the team in benghazi was going

to ask for more security at their compound to keep them safe even though they admit in their transmission they didn't know about any specific threat against the compound or against american personnel. am all of this new information seems to contradict the administration's saying four people were killed in a spontaneous attack. they want to know why president obama is so quick to respond to some tragedies like the storm damage in new jersey but isn't committed to finding the truth in libya. we don't know if we are going to hear a response from the president in the five days before the election. that last question peter a lot of people are asking today. >> the top five stories making news at this hour. the search resumes for two young brothers snatchd from their mother's arms in the super

storm. the 2 and 4-year-olds were swept away as the mother tried to pull them out of her submerged suv. police drained water from the marsh where they think the boys disappeared but so far no signs of them. the community at breezy point new york raising an american flag over the devastation left in their neighborhood after hurricane sandy. dozens of people returning to nothing, absolutely nothing but rubble yesterday. 111 homes burned to the ground while others were flooded. this is something many say would never image would happen to them. >> things like this happen in missouri, they happen in california, they don't happen here. this is terrible. >> fortunately right now there are only reports of a few minor injuries. the african mill te-- afgha

military will not be able to operate on their own after troops withdraw in 2014. that's according to a new report for special inspector general in afghanistan. the reason they have filled more than 40 percent of the positions and there are not enough people with technical skills to operate the facilities. >> a derailed train goes up in flames leaving three workers badly burned and fighting for their lives. this happened in louisville, kentucky yesterday. firefighters were trying to separate two rail cars that derailed actually on monday night. the cars were carrying hazardous chemicals. hundreds of people were forced to leave their homes. one of the workers is very critical. the other critical. the third in serious condition. the aftermath of sandy forcing governor chris christie to postpone halloween until monday. they are concerned about kids walking toward toppled trees downed power lines or in flood

putting the total loss at $350 billion. that number could rise. >> thank you very much patty an. the october monthly jobs numbers before the election. what can we expect? what do you think should happen? >> if we have a jobs report the labor department hasn't come out and assured us it was going to make it on top. last jobs report from the election next tuesday not a lot of movement on the jobs front. there could be a twist that is the estimate. we were at 114,000 last week. unemployment rate going up 7 percent. here is the caveat on all of this. if this number doesn't come in as expected it could be a little bit of a game changer because

of what was done to their homes and now they must rebuild along the jersey shore. at least 50 feet of the historic boardwalk taken out initially. jennifer davis is live with a look at the damage done there. >> good morning to you. it very much feels like there's a state of emergency in new jersey as you go around the state. multiple homes block it like this. it is beloved by the people who have come here for generations. they chase turtles with black lights in the evening and watch the sunset. it will be a while before they get back to that idealic state. the national guard is out in this community with us as they are around the state providing help. there are still widespread power outages we are told more than half a million people are no longer in the dark.

vehicle in order to go over the east river bridges. you are not going to get a ticket but they aren't going to let you through. there is a frozen zone as well along where the partially collapsed train is. we are told it will be the weekend at the earl list that the frozen zone is going to come down. it has been a headache for a lot of folks living in the area who are evacuated from their buildings. also a gas shortage causing headaches if you can even find gas. the lines are incredible. many don't have cars and rely on car services. they can't pull fill the reservation they already had. ladies, back to you. you be safe down there. president obama traveling to the garden state for an up close look at sandy's destruction. it comes as governor christofilakos tee is being praised for his compassion for the victims. we were so afraid.

may be this question here. how is the president handling the economy? majority of voters, 52 percent disapprove of his handling of the economy. that could change either up and down based on what we hear tomorrow with the unemployment numbers coming out. doug luzader live in washington. thank you. another sign the obama administration knew the security situation in benghazi was deteriorating. a classified cable less than a month before the attack warned that our consulate could not with stand a coordinated attack. peter doocy is live with more on the story for us. good morning patti ann. the state department received a secret cable from the security team in benghazi on august 16th. that's 3 and a half weeks before the september 11th terrorist attack on the consulate that killed four americans. the secret cable said that the security situation on the ground in benghazi was trending negatively that there were al qaeda training camps in benghazi

and they would not be able to defend themselves against terrorists in the event of an attack. we got our hands on a quote from that secret cable that was based on an emergency meeting in libya a day before. it says quote rso regional security officer expressed concerns with the ability to defend both in the event of a coordinated attack due to limited man power, security measures, weapons capabilities, post nation support and the overall size of the compound. the cable was clear there were not any specific threats against the americans. it was explicit that the americans would soon be asking for beefed up security because the militias in benghazi they said were becoming more brazen with their operations based on a lack of respect for the libyan security forces and libyan police. this mid august cable warned washington things were not good on the ground in benghazi. now the republican senator from

recalibrated. several voters experienced similar problems in north carolina in recent weeks. $250 million in tax payer money created 48 jobs that created jobs at a gre-- 400 job. 408 total jobs were created. that's over 300,000 dollars for each job and the company has since gone bankrupt. the energy department says there are more positions than the data base shows. senators say it appears proper research was not done before giving the grant. talk about making a big catch. look at this. great white shark caught off manhattan beach peier in california. it is between 7 and 8 feet long. the shark was released back into the ocean. but this is the second time this year that a great white was

weather update from janice dean. the aftermath remaining what can we expect weather wise for the next few days? >> it is calm which is good news but it will be cold. patti ann and i who don't have power it was chilly last night. we have to figure out what we are going to do right, patti ann? >> that's where our neighbors are really good to know. we all get together and help each other out. that is happening across the northeast and mid atlantic region. here are your current temperatures are chilly. if you don't have power it is tough especially cwith kids. 41 cleveland 44 in new york, 39 in minneapolis. the cold air is pulled across the ohio valley down to the mid south. 41 in atlanta, 54 pro voe. we have a storm system moving into the west bringing in moisture a little bit of

>> a county in illinois plans to move forward with the proposed gun tax. a board will vote on that tomorrow. under the plan there would be a $25 tax on the purchase of firearms. they originally wanted to also tax bullets. that has been dropped had they it will help curb the crime rate. the devastation of hearn sandy will be going to our neighbor from the north. it brought down trees and power lines in ontario, canada. two people died there. thousands are still without power. the cleanup there could top a million dollars. sandy taking the biggest hit on the jersey shore up and down the coast people are surveying the damage left behind. this is a look at belmar, new jersey. that's where the boardwalk was wiped out. homes flooded shore landmarks destroyed. that is where robert moses is live. what does it looks like this morning? >> heather, good morning to you.

good morning everyone. december trouks real livery where you look here. take a look, just behind me you can see the shingles have been ripped off that roof during hurricane sandy. the thing we have scenery petedly is right underneath my feet. we' we are not on a beach or on a street. you can see all of the sand, mounds of sand piled on the side of the road that was blown off the beach and inland. you mentioned the boardwalk. there is part of it right here. this isn't where it is supposed to be. you can see hurricane sandy rip it had apart all that is left is a mangled bunch of wood splin teres. a lot of devastation in belmar. we have seen flooding and damage to the landmark dj's bar which is at the corner of 18th avenue and ocean avenue near where we are this morning. at least 14 deaths in new jersey have been attributed to this storm. we have also seen long lines at the gas stations here across the state as people try to fill up.

>> san francisco going balack ad orange on halloween celebrates the giant's world series victory. about a million fans turned out for the parade. general motors is reporting a net income of $1.5 billion for the third quarter. that is less than half of what is needed for taxpayers to be repaid. in the state of ohio returns for the bailout deals are still not sitting well for a number of delphi workers. steve brown takes a closer look. >> during the gm bailout there was trouble with the biggest parts provider delphi. that prompted a lot of nervous questions from delphi retirees union and nonunion. that's how president obama describes the u.s. auto bailout on the campaign trail.

in 09 teetering gm got billions. but the deal would not work without labor piece and the united auto workers wanted delphi members taken care of. delphi was and is gm's top parts supplier. they were wading through bankruptcy canceled employee pensions handing off the remains to a federal government a nightmare for delphi retirees. >> my pension went from 2,550 dollars a month to the government paying $335 a month. >> the folks at the international union wanted help. if gm restored the union's delphi pensions the uaw would go along with the bailout. gm agreed. >> when you heard the union pensions are being topped off you would think everybody would be treated fairly and equally. that was not the case. >> 20,000 salary delphi retirees
